Circle Match, an hourly USDC auction for approved Circle Mint customers, pays minters a rebate funded by redeemers’ fees, capped at the Express rate.

Key points

  • Circle Match runs hourly USDC auctions pairing minters and redeemers in Circle Mint
  • Redeemers' fee is capped at their own maximum and the Express rate, reported at 0.05%
  • Matched minters receive the full fee as USDC; Circle says it keeps no spread
  • Access is approval-gated and varies by jurisdiction; rebates are not guaranteed

Circle Internet Financial has introduced Circle Match, an hourly auction inside Circle Mint that pairs institutions minting USDC with those redeeming it, so that fees paid by redeemers are passed to minters as rebates. Circle announced the product on Oct. 22 in a company blog post, and CryptoSlate reported on the details on Oct. 24.

How the Circle Match auctions work

Access is limited to eligible Circle Mint customers and requires approval. Circle says availability may vary by jurisdiction. Auctions run every hour. Redeemers, who exchange USDC for dollars, set the maximum fee they will pay. Minters, who convert dollars into USDC, set the minimum rebate they will accept.

Every matched order in an auction clears at a single uniform fee. According to Circle, the clearing fee can never exceed the redeemer’s stated maximum or the rate of Circle’s Express redemption service. CryptoSlate, citing its earlier coverage, puts the Express rate at 0.05%. Circle says it keeps no separate spread on matched volume and that matched minters receive the full fee as spendable USDC in their regular Mint wallets, subject to product terms, auction rules and any disclosed fees.

Orders with better prices fill first, and orders priced at the clearing fee share the remaining volume proportionally. Unmatched amounts follow whichever setting the customer chose: Fallback, Roll or Cancel. Circle says self-matching is prevented.

Prefunding, locks and exits

Orders must be fully funded before they enter an auction. Redeemers deposit USDC, while mint-side participants wire dollars into a separate Circle Match balance that converts to USDC at settlement. New orders can join until clearing. After a one-minute lock, participants can improve existing orders but cannot withdraw them.

CryptoSlate reports that, under Circle’s Mint agreement for customers outside the European Economic Area, prefunded USDC cannot be sent to external blockchain addresses. Participants who want out can redeem restricted Match-only USDC for dollars without a fee, wired to the bank account on file, and existing weekly Mint limits still apply.

Settlement and what is not guaranteed

Circle describes settlement of matches as atomic in USDC and says matched redemptions pay out as fast as Express redemptions. CryptoSlate notes that Section 2.12 of the non-EEA Mint agreement makes dollar payouts subject to U.S. banking hours, and a delay caused only by those hours is not treated as a settlement failure.

Rebates depend on a matched minting order. CryptoSlate stressed that simply holding USDC does not qualify anyone for a rebate. Submitting an order also does not guarantee a match, since outcomes depend on the orders in each auction. Circle notes that Circle Mint is not a bank account and that funds are not FDIC-insured.

Relation to recent Circle fee changes

The launch follows a separate change to Circle Mint redemption pricing that took effect for billing periods starting on or after Oct. 19. Reports on that change say institutional customers can choose Standard redemptions with no Circle fee or Express redemptions at 0.05% of the gross amount, and that an overage surcharge was removed. CryptoSlate says that change is distinct from the auction mechanism.

Circle has not published, in the material reviewed, any volume or rebate figures for the auctions, so it is not yet clear how large the rebates will be in practice.
