Base ships its Cobalt upgrade with conditional transactions

Coinbase’s Base network launched Cobalt, adding “validity transactions” that stay dormant until set conditions are met, plus new functions for its B20 asset standard.
B20 assets can now combine allowlists and blocklists with AND/OR logic.
Issuers can schedule balance-display changes such as stock splits.
Base plans to cut block times from 2 seconds to 200 milliseconds.
